The 3-Hour Framework for Strategic Communications Planning

Every communicator knows planning matters, but most don’t have time to do it.

Between daily requests, leadership updates and putting out literal or figurative fires, it’s easy to stay stuck in reaction mode. That’s why I built the 3-Hour Framework, a simple, focused process that helps you create your entire annual communications roadmap without weeks of overthinking.

Whether you’re a one-person team or leading a communications division, this method helps you move from “We should plan someday” to “Here’s our plan and here is why it works.”

This method is what I refer to as Reflect, Align, Plan.

Hour 1: Reflect

Before you look ahead, take one hour to look back. This is your time to look back and dig deep. What this will do is offer you data to analyze and use as a jumping off point for next year.

  • Pull the data that matters. What content performed best?
  • Identify themes. What content or messaging clearly resonated and what fell flat?
  • Ask your team. What were our biggest wins? What created unnecessary stress?

Comms Action Plan: Choose one analytic to track consistently next year and use that as your success baseline.

Hour 2: Align

Now connect your communication goals to your agency’s strategic priorities.

  • Find the overlap. Which organizational goals need your voice to reach the public?
  • Define your audiences. Are you still speaking to the right people, or have priorities shifted?
  • Clarify your key messages. Every agency should have 3–5 recurring messages that guide content all year long.

Comms Action Plan: Write your 3–5 key messages in plain language and keep them visible in your content calendar or brand guide.

Hour 3: Plan

With reflection and alignment done, this final hour is about making it real.

  • Set quarterly themes. Choose one focus each quarter (i.e. winter preparedness, community outreach, recruitment)
  • Layer in campaigns and events. Use your calendar to see where overlaps or gaps exist
  • Assign ownership. Every campaign or platform needs one point person, whether it’s you, a department head or subject matter expert

Comms Action Plan: Schedule a 15-minute monthly check-in to adjust your plan instead of waiting until next year.

You don’t need a complicated binder to lead a thoughtful communications plan. You need structure, focus, and follow-through. Give your team (and yourself) permission to plan simply. The goal isn’t perfection. Instead, it’s clarity that keeps your communications consistent all year long.
